    Can hyperventilation cause permenant brain damage?

    nope
    it may temporarily impair your thinking because oxygen is not getting to your brain, but essentially effects are temporary (ie. light-headedness)

        I believe hyperventilation occurs when somebody is stressed out.

        Is this correct?

          I think you need about 3 minutes, if not more, without oxygen before you stand a chance of contracting lasting brain damage. Hyperventilation is, of course, nowhere near this. You still get oxygen, just less of it.
