Frampton-Quigg is a huge fight in the U.K. I had no problem with Hearn trying to make it happen instead of trying to match Quigg against Rigondeaux.
But if this fight is not happening next, then the "Rigondeaux brings no money" excuse goes out the window. Unless he plans to travel, Quigg would be the draw in the U.K. against Donaire, Martinez or Rigondeaux. No fight is significantly bigger than the other, so Hearn and Quigg would make as much money against Rigondeaux as they would against Donaire or Martinez.
If no Frampton, then it is not about money anymore but about risk. Hearn says it himself.

It would be rewarding in some ways but clearly not financially. Unless you are going to tell me otherwise. So far Grubby Hanz has failed to do so....so maybe you can try.
