The duty of usada is to inform nsac about illegal activity and they covered it up. Read nsacs reply on who and how ivs are allowed, floyd broke all rules and even used a higher than aloted amount, lance armstrong used the same tactic, and he passed multiple tests and boasted about being the best clean athlete while accussing others of cheating and being jealous of him.
According to Victor Conte, you have it all wrong and it's very unlikely Mayweather was masking any illegal substances. Conte says the following:

“The benefits that an athlete retains from using anabolic steroids and certain other PEDs carry over for months,” Conte continues. “Anybody who knows anything about the way these drugs work knows that you don’t perform at your best when you’re actually on the drugs. You get maximum benefit after the use stops. I can’t tell you what Floyd Mayweather is and isn’t doing. What he could be doing is this. The fight is over. First, he uses these drugs for tissue repair. Then he can stay on them until he announces his next fight, at which time he’s the one who decides when the next round of testing starts. And by the time testing starts, the drugs have cleared his system.

Normally I would not care, and I still don't. the sport is corrupt. Why need an IV though? Here is a guy who never struggles to make weight. He never has to cut. So why is the IV even needed? A tall glass of water and a multivitamin orally would have done the trick.

It stinks, but deep down we all know it goes on, especially for those who can afford the tricks.

Dehydration isn't just about cutting weight.

And saline IV isn't just about rehydrating, see Lance Armstrong guide to passing a drug test, or Usadas website

Before IV? There's epitestosterone cream for that.

How did I get it wrong? You are overlooking my post what was the point I was making that Floyd used an IV without jurisdiction which is breaking the rules.

So why did he do the IV illegally without telling USADA before hand? Why not just go to his local hospital after training and get it the right way at 50 ml, he was using 700 ml that is a dose they use to replenish a very sick person in need of nutrients. Floyd was tearing guys up in sparring so how could he be that weak?

They have other drugs that would benefit Floyd, like Adderall for reflexes and focus and alertness. Floyd could take TRT and taper off, and combine it with Adderall.

The one true factor here is that Floyd broke the rules. That is a fact, the rules state only NSAC can grant the usage of IV for boxers, he went ahead and used one anyway.

Another thing that is funny is when the USADA agent came to Floyds house and saw the IV they told him it was just multi vitamins, saline and Vit C, and they took his test right after he used that IV, also they just took his word for it l, and didn't even bother testing the IV bags or confiscating it and reporting it to NSAC.

This is shady. Floyds like hey whats up USADA hands them a bag with cash, oh this here this is just some multis and vitamin c IV. Cool Floyd, we got you can we take that test now, sure just let me finish my IV so when you take my blood and urine multivitimins and salt water show up in the test.

Just so I've got this straight, he used PEDs, then got tested, then used a saline IV to flush out the PEDs just so he would pass a test? Does that logic seem right to you?

USADA version of events differ from Hauser's you are referring to. So it's who are you going to believe, the agency that was there or a writer who wasn't.
