Just because a Stevenson v Kovalev winner would create a champ, it doesn't mean it's the only way to create one. That's the problem people have the Ring's belts nowadays. They cheapened them.
I got it in the first place, but it's not the case here... As long as they specifically said: "Stevenson will remain in the ratings but drop to No. 2, below No. 1 Sergey Kovalev. That means the two would fight for the RING championship if they hold their positions and were to ever meet in the ring."

... So, the belt stays vacated until Stevenson fight Kovalev... They only want to force that fight to be made... In case Stevenson retires or he somehow specifically states that he doesn't want to fight Kovalev for the 'lineal', only then they will rule who will have to fight who for that strap. This is my interpretation of the cited paragraph.

      (2) So, the belt stays vacated until Stevenson fight Kovalev
I don't think you can draw that conclusion (2) from that premise (1). Kovalev and Stevenson would indeed fight for the ring championship if they met. But according to their own rules Kovalev vs Braehmer (No.5) would also fight for the championship if they met:

If the Nos. 1 and 2 contenders chose not to fight one another and either of them fights No. 3, No. 4 or No. 5, the winner may be awarded THE RING belt if the Editorial Board deems the contenders worthy
In fact a Kovalev-Pascal rematch produces a new champion if that fight happens.

The Ring wanted to be crystal clear in their ruling regarding Stevenson and Kovalev -- them and them only...

... the two would fight for the RING championship if:
        - they hold their positions (i.e. they aren't badly beaten or KOd in the process and lose their Ring ranking);
        and
        - (they) were to ever meet in the ring (i.e. until one of them retires).

In my opinion, The Ring specifically addressed the "Stevenson-Kovalev situation', thus 'ruling out' other possible interpretations of their own 'rules'...

lineal titles mean less than special diamond silver titles these days (proof: canelo just won the lineal middleweight title from cotto, stevenson is the lineal champ at 175 via a ruined chad dawson)

at least WBC etc are in it for the money so they do have SOME incentive to make unifications happen EVENTUALLY

nobody governs lineage, the only time we even bring it up is to use it as a cop-out

Is HBO still giving ring magazine credibility? Pretty much every boxing fan that gave them value knows they're a joke now.

The whole point of the Ring title was that it was very hard to obtain and there were only like 6 champs at a time, they ruined this by giving danny/mikey garcia belts just because they felt like it. Back in 2010 people knew who the ring belt holders were, now freaking Donnie Nietes is a Ring champion.

How the hell was Yoan Pablo Hernandez ever a Ring champion? Have you seen his record? Who did he beat to earn this?

Did you at least read The Ring rules regarding "Championship vacancies"? They are on The Ring webpage ('Ratings" section)...

Once one gets the 'lineal' belt doesn't actually mean that one stays 'lineal champion' no matter what he does in his later career...

I been knowing since a child I didnt need the Ring to explain their rules to me -- their opinions are irrelevant to me now.
