I wouldn’t tell anyone about it until after it is claimed and I got it situated away—probably after calling the to confirm everything. Then after that, only like 3 people would know I even won it.
Would definitely invest most of it. Probably 80% into investments. Take 20% to myself for whatever.
28 million payout. 7 million after taxes. No state income tax for me.

I’m taking the lump sum. Sorry but I wouldn’t tell my sibling nor my parents either. Money may change some people, but it’s also the people around them that changes. Only my wife would know about it.
I wouldn’t make any drastic changes to my life. I don’t need a mansion with 10 cars. I love nice things but I’m also a simple guy. I’d probably buy a Hummer SUV EV and invest a big portion.

As well as elation, winning the lottery brings a whole new category of headaches. Who can you really trust anymore?
Do you trust those people you hired who now know more about your money than you do? Do you trust your own computer's security. Better upgrade that to the very best. We would all love to win, but be aware of the incredible problems and pressure you would be under. You will probably become a full fledged paranoiac.
