Looks a bit extreme, but it ain't much different if he was taking a baton beating. They surely weren't armed with the tennis racket, so it's his weapon against him, disobeying a police order and assaulting a K9.

When you are being bitten by a big dog your hands are naturally going to go to the dog's neck. I would challenge anyone who is being "arrested" by a police dog to not resist in exactly this way. Why they are tasing him is difficult to understand. Of course this video will not be a lead story on CNN or MSNBC for reasons you have alluded to.
