Just in case anyone couldnt be bothered to read or didnt understand what that meant, ill summarise. Cheney, Wolfowitz and the rest of the neo-cons wrote a document about how the U.S would need to be subject of a huge attack, 'a new pearl harbour' to justify 'fighting and winning multi-theatre wars' in the middle east. to continue to be a superpower going into the 21st century.
