So what do they do with their homeless? Put them in jail cells? They'd probably prefer that. Wonder what would happen if Manhattan, LA and San Francisco did this, where homelessness is rampant. I'd like to see politicians try to pass that law there and see how they resolve things.

There are about 4 times as many people in prison in America (~2.2 million) than there are homeless (~550 K.) What an utterly absurd way to increase that ratio.
