        All suspects are cuffed. Incapacitated (dead) or not.

          Sure he did his job, and I'm sure he was trained to do it that way so there won't be much room to complain. I just would have preferred that he used a bit of common sense.

                    If you're talking about him cuffing the kid....it may have been an act of redundancy. Doing something the same way for so long.

                    Make sure he can't reach for a gun or other weapon. Maybe he's not dead or dead yet.

                    Cuffing assures no one else gets hurt.

                      I understand the reasoning behind the protocol, but I would have preferred to see him down securing the suspect himself while immediately calling for assistance in case there was any chance to save the kid. I'm not saying he did anything wrong. I know that's what he's trained to do.
